Ordering perfume from a shop outside the EU, delivered to Romania? Here is roughly what import tax and customs duty add to the price.

How import tax works

Since 1 July 2021, the EU no longer has a tax exemption for small shipments. Import VAT applies from the first euro of goods value, at the standard VAT rate of your destination country. It is calculated on the goods value plus shipping, and on top of that on any customs duty for larger shipments.

When customs duty applies

For perfume, the EU customs tariff (heading 3303 00) sets a duty rate of 0 percent, so customs duty normally does not apply. Since 1 July 2026, the former 150 euro duty exemption has also been dropped: for shipments with a goods value up to 150 euros, a flat 3 euro charge per item is now collected instead, regardless of the actual duty rate.

What IOSS means

Some shops already charge the import tax at checkout and show it on the invoice (Import One-Stop-Shop, or IOSS, available for shipments up to 150 euros). If that is on your invoice, nothing extra is charged on delivery. If not, the delivery company collects the tax before handing over the parcel, often together with its own handling fee.

Switzerland, the UK, Norway

These three countries are outside the EU and have their own rules. Switzerland charges 8.1 percent VAT since 2024, but amounts under 5 francs are not collected at all, and there is no customs duty on perfume since Switzerland abolished industrial tariffs in 2024. The UK charges 20 percent VAT; for goods worth up to 135 pounds the shop charges it directly at checkout, and customs duty on perfume does not apply there either. Norway charges 25 percent; for orders up to 3000 kroner through a VOEC-registered shop it is also charged at checkout, and cosmetics are generally duty free.

The US, Canada and other countries

Since 2025 the US no longer has a duty-free threshold for small shipments, every order is technically dutiable - the extra tariff depends on the country of origin and changes frequently at the moment, and there is no federal sales tax, only sales tax set by individual states. Canada charges 5 percent GST, or the higher HST instead in five provinces, shipments up to 20 Canadian dollars are completely exempt, and perfume from the EU, UK and Switzerland is duty free. Australia and New Zealand usually collect their GST already at checkout when the goods value is under 1,000 Australian or New Zealand dollars. Japan exempts small shipments up to 10,000 yen from both tax and duty entirely, and Singapore charges no duty on perfume at all.
